Intelligence community assessments of Iraq's weapons of mass destruction (last updated September 30, 2004)

Nuclear weapons Iraq did not appear to have reconstituted its nuclear weapons program, which had been destroyed or neutralized by weapon inspections. Iraq continued some research and equipment that could be used for a nuclear weapons program but also had other purposes. Iraq did not appear to have reconstituted its nuclear program but did "recent Iraqi procurements, however, suggest possible preparation for a renewed uranium enrichment program." "Baghdad began reconstituting its nuclear program shortly after the departure of UNSCOM inspectors in December 1998."
Biological weapons Iraq could have biological weapons such as smallpox. Various information sources suggested that Iraq may have produced biological agents, but evidence was limited. Iraq was developing an unmanned aerial vehicle that could be used to deploy BW. "We think chances are even that smallpox is part of Baghdad's offensive BW program, although credible evidence is limited." "Baghdad has … biological weapons." Iraq was developing a UAV that was "probably intended to deliver biological warfare agents." NOTE: The Air Force disagreed with this assessment and noted that the small size of the UAV "strongly suggests a primary role of reconnaissance, although CBW delivery is an inherent capability."
Chemical weapons Iraq retained stockpiles of chemical agents and munitions after the Gulf War, though only mustard agent had sufficient shelf life. Iraq "is rebuilding a CW production capability, probbaly focusing on mustard, sarin, GF, and VX." "Baghdad has chemical … weapons." "Baghdad has begun renewed production of mustard, sarin, GF (cyclosarin), and VX." "Although we have little specific information on Iraq's CW stockpile, Saddam probably has stocked at least 100 metric tons and possibly as much as 500 metric tons of CW agents - much of it added in the last year."
